Telecommunications Litterbugs

Why isn't there a regulation compelling Rogers and Bell to remove their satellite dishes and cables from both private and public property and dispose of them responsibly when their services are cancelled? It seems crazily irresponsible to me that they're allowed to just leave their crap everywhere like it's nothing to do with them. Smarten up, regulators. Make those litterbugs clean up after themselves, please.
